There are still more breakdowns on faster harder surfaces that there would be on a slower softer footing. California has made it a law to have soft cork tracks. Illionis is looking into the same thing as Arlington Pk. in Chicago has been notoriously fast for decades. Look how ofter the world record for a mile has been set at Arlington Pk.

Equipoise 1932.
Sonny Whitney who owned Equipoise "The Chocolate Soldier" complained of the hard fast surface in Chicago back then.
