Timing is locked at 20*, no advance or retard.
Here is a link to the funtion7 restrictor, this one is a -4 inlet but I think he makes them in -3 too. He has a regular(unrestricted) -3 inlet one on ebay right now, but no restricted -3 ones. You could email him, he probably has one just not listed.
