Can some one confirm reports that PNG sitizens are arrested for drugs in jayapura?

Is it true?

Some people from Vanimo may have been arrested for taking marijuanna into Jayapura.

If it is true then what is the purpose of bringing in drugs there? The laws there are tougher.
