As promised here are the specs. on the material I used to mount my ballasts to the walls of the engine bay. They are called Dual-Lock Superlock Fasteners from Radio Shack. 4 -3 inch strips are in a pack for $3.99.
They are extremely strong and weather resistant. I checked my ballasts the other day and I could not get one of them off! As long as the surface is clean that the adhesive side attaches to they will hold up to 10 pound items in place. They are made from tough polyolefin stems that provide a super lock. use in temps from -20 200 degrees F.
Tensile disengagement strength: 20 pounds per sq. inch
Separation strength: 10 PSI
Tensile strength: 4 PSI
Sheer Strength: 4 PSI
I have 2 strips on the ballasts and they have not moved a milimeter!!

when my pistol shoulder holster starts acting up and not sticking properly on the belt portion I use it and it works on leather and is flexible enough to bend.

This is how I mounted my ballasts. Like OE does, but maybe not as pretty looking... Anyways, ballast is snug into container, container is snug underneath bumper. Some water may hit container, very little will enter container. The big hole in one end is stuffed with a home made rubber flap (not in the picture). This one is not air tight either. The intention with is to divert high water pressure, not submersible proof.
