Where can I purchase the ECE 90mm HID's part # 1BL 008 194-007.

I've looked on the net... even some german (.de) sites, but cannot find them.

They are steep! But I'm willing to do it, if anyone else is. They are $492.00 a piece. That's about a grand a pair.

There are alternate routes, like buying lights on ebay from a european (ece) car, etc... but I like the idea of the whole package being brand new, and am willing to drop some cash on it...

No, optically they should not be far better than Hella Bi-Xenon that currently exist on many new BMW, Audi etc. Those projector units are NOT weatherproof nor adjustable as is.

The main thing Hella 90mm ECE offers is a wheather proof front and rear, and comes with easily mounted adjustment screws. Making a setup with a mount plate and a cosmetical front plate is not that much work, if u find it will look cosmethically good on ur vehicle. An exampe of this on the Golf IV: (There are many additional parts here, but this kit has autolevelling and high pressure clean system):
