I believe this kit is only available in Europe, but does anyone know how I can get my hands on one?

The above link shows headlights made by In-Pro. They are a copy of Hellas Golf IV OEM design. Low beam is not Xenon. I would not directly assume that low leam projector quality is world class. $400 is a low price for aftermarked headlight:

You can try PG Performance (http://www.pgperformance.com). I know they have the xenon/xenon kit, but I'm not sure about the xenon/halogen kit.
