I just bought a "new" set of ballast and bulbs. tell me what condition you would consider them in.

One of the bulbs. Nice little scorch mark from something that looks like an arc burn. Also, notice there aren't any markings that would indicate a real Phillips bulb.


Think I should return these?

I'd try to turn them on/off a few times. Verify that igniting phase follow same pattern and is less than 10sec for full intensity for both bulbs. Philips/Osram bulbs typically follows this pattern tyhe first 10 seconds: bright, dimmer, then slowly up to full brightness. Also compare color by putting on 2 sunglasses or a welding mask. Those ballast should take some mechanical beating. Ballasts are more frigile to fluids.

They don't look new to me. I'd return them, and get some that have real Philips bulbs, maybe a set that looks taken care of
