88 B2200 Carb Adjustment

Upon starting my truck during cold (in Atlanta GA) after approx. 15 sec it begins to flutter with some dark soot/smoke puffs. After warming for about 5 min. or driving it everything is fine. It appears that the carb fuel/air mixture is not properly adjusted but I am not sure. Keep in mind this only happens after the truck has sat overnight or all day with temps. below 35.

The engine is from a 93 with approx. 120k miles and I purchased the OE carb a year ago from Advance Auto Parts. Other than morning startups, the truck runs great.

Does anyone have any suggestions to what I might need to check/adjust.
