There is certainly no real mechanical/technological defence against basic human stupidity and there never will be, (case-in-point, you can put seatbealts in cars but you can't make people wear them). We still however have to take measures to protect even the d$%&head elemnet of the population. As to the Victorian concentration of bushfire-related deaths. You are of course correct and that poses a very perplexing and intriguing question that I must admit, I had not considered. I now intend to go away and reserach this fact a little more, with a view to perhaps comming up with some kind of anecdotal evidance as to why this is the case. A very interesting stat!!!.
