Chelsea is not able to have kids because of an infection she got a few weeks ago after she had the transplant surgery with Bo - which explains why she held her stomach while looking at the baby.
Joey was named after Steve/Patch's mother Jo, and yes, he was born prematurely and he is in critical condition.
