I personally think it's a little bit of both. Even when he was in love with both Belle and Chloe he never treated them the way he's treating Morgan. Almost as if he's feeling guilty for what he's done, plus he's starting to have feelings for her so he doesn't know what to do.
Also, do you think Chloe and Phil's relationship is over? I'm actually hoping not. I would like to see a new version of Phloe where they're both a little on the naughtly side, but in love at the same time.
