how does isInNet(host, pattern, mask) work ??

hi all

i was wondering if some one could explain to me how the isInNet(host, pattern, mask) funtion works ??

say for arguments sake i wanted to block all ads by doubleclick using an IP address rather than a domain name how would i go about doing that ?? what would i need to do ??
