I have U4Ev602, and I upgraded to U4E-Fortress with the 14MB patch. Maybe it's different if you downloaded the whole 40MB version, I don't know, but you should NOT be able to get more then 2 bots in a U4EG match. Have you checked to make sure there are actually 14 bots?
BTW, 14 bots??? Why play U4EG at all? The bots are going to do all of the work for you. You might as well sit back and sip on an ice-tea. :P
