Blitz is available $149/£100, which is not too bad. It's model system supports .X, .3DS and .MD2 (Quake 2 models)
It looks sooo easy to program. I've snatched a few MD2 models from polycount and will try and make a simple 3D engine soon.
From what I've read of the functions available in blitz, we should easily be able to do everything that U4e and U4eF can do...
In my demo, I'll try and build a simple map, simple gun and flash grenades
Of course, the purchasing mutator gets finished first
