What about XMaps?

You might be able to do something like this with XMaps, i'm not sure.

XMaps does allow you to change Game Types between maps without having to reboot the serv.

So you can play DM then CTF. Since U4EF is a game type this should work.

Also when you create a map list you create a list of mutators to play on those maps, so you can switch between mutators/mods easily too.

Maybe this solves your problem
