However, to ensure that these are kept operational, it is mandatory that a better road infrastructure is put in place for the movement of installation and maintenance teams to attend to for the up keep of this service. A suitable “Community Service Obligation” (CSO) would need to be put in place that is mutually beneficial for all stakeholders. The local government at the district, national government and Telikom PNG as the service provider would need to have a serious undertaking on this as PNG’s bulk of the population are rural based. A VSAT technology is a suitable solution that prvides telephony (both coin and card based public telephone booths and standard lines) as well as internet services. Cost wise, this is would quite economical and viable.
