Thank you TT and Laka for the thoughts,
Simply putting it, government is cash strapped, and sadly but true, they are oblivious to the purposes of research for dynamic economic growth, hence, the poor pigsty status of our premier education and research facilities.
It will be quite difficult in a long while however, immediate things that is an absolute neccessity is for the government to facilitate an atmosphere of growth. TT correctly pointed out with regard to Tax incentives, but also if I may add, the is a need for financial conditions set by finacial institution to be relaxed and allow easier access to financial support, I hope the government is focusing on doing this through the recent formation of National Development Bank. SBDC are some of the practical stories, however when it comes to cutting edge tech, government must take a resposibility, a degree of risk is needed.
There are pros and cons to who supports research. I would want government to be objective, they are sadly lacking in those areas and many others.
