80% of Internet Carrier Bandwidth Unused in the APNG2 link

I recently went to a meeting @ NICTA and listened to the CEO & COO of Telikom PNG present the status & initiative of their company.
Suprisingly enough, I heard the CEO Say:
"We are currently utilizing only 20% of the APNG2 cable bandwith because the internet usage demands in the country is low.We want to minimize our costs at the Australian Carrier end (i.e. Telstra)"
How ironic is this?
