Who/what is the blue lady? She doesn't seem to do anything but has four white bits on her head. Is she the captain?

Someone's taken away all her head and brain so she can't hear, see, speak, smell, or think. She's not the captain but she is supposed to be flying the ship until a real captain takes over.
