In case anyone else has this problem....
In order to alleviate the error that Lisa was getting, she went directly to the Paypal site and signed up with them separately and then enabled her "cookies" and it then let her complete the transaction. I'm not sure what the problem was, but it may have been a "cookie" problem between her computer and PayPal.
