The sand is brown royal icing with brown sugar slightly pressed into it while the frosting is still sticky/wet. The water is clear wilton piping gel. I painted the (plywood) board blue and put clear piping gel on top. The people are store bought Marzipan colored with wilton gel food coloring. You can find Marzipan usually in well stocked grocery stores in the flour/sugar/cake mix isle.
