Hi - we made water by making blue rock candy (you can find recipes online) and then we put white frosting down first, spread the blue rock candy before it hardened on the icing and then swirled it around to make some white frothy waves. It came out quite nice. We used teddy grams as the people and put some bathing suits on them for frosting. We had one surfing on a stick of gum and another lounging on a gummy lifesaver in the water. We used shredded wheat as sand, had one teddy being buried in the sand and also had a volleyball game going on. We used airheads as beach towels. There's so much to do with a beach scene. Good luck!
