      Hey Loretta:

      Nope - the wheel doesnt need to move - but it does need to be locked to a base - maybe some sort of small "box" that it sits in? A friend sent me a link to a kids construction set for a ferris wheel http://www.instructables.com/id/K_NEX-Ferris-wheel/ that kind of represents what I'm talking about re: a "box"
