Hang nails?

I just started getting into handcare recently, and I noticed -- I've got little hang nails (I think that's what they're called anyhow) along the sides of my nails. As in, there are these little "bits" that seem attached to the sides of my nails (not the top).

What makes these go away? I've tried clipping them with nail clippers, but that doesn't seem to stop them from happening. I just (for the first time ever) bought myself a 3 board set to smooth down the nail surface & buff it, and wow -- my nails are shiny today! Looks almost like I have a clear coat of nail polish on. I love it. Now, if I could only get these dangly bits to disappear...

Cheers,
Jonobie
