The developers let slip plans that destroy huge areas of the forest, probably including the lakes. What they are really interested in is the cheap-to-get-at coal and minerals already on the surface.
Rightfully there is outcry in the local papers, on TV and through forums like this. (This is a bloody quiet forum though).
"They" tell the world that it must be a great idea as there will be 40 jobs.
Then, at the last moment, "they" will scale back their plans just to remove and 'sift' the spoil heaps that are there. Everyone will be grateful for the lack of damage to the area, and the developer gets what he wanted in the first place. Needless to say the 40 jobs will become ten or so. We'll all ignore the increased traffic etc... as they rip through the area. But they won't be mining.
See if I'm right on this - seen it elsewhere before.
