....and just sand the final. Since you put a few coats on already, and some spots are bare and some are not, you might want to sand the not not bare thin, before proceeding with new coats. Just so you don't risk build up. Between coats sanding is good, but not necessary, just get a decent final sand. Maybe finishing with a rag and light rubbing compound(just make sure residue is removed before final paint.
The primer might be getting that grainy effect from the humidity and heat actually. Chemically reacting with the air water, and actually partially drying before even hits the surface. (could be a root to your bare metal problems as well)
