Have you considered using a mechanical disk brake caliper? I know they used these back in the day. You can get them new for go-karts and mini-bikes. Then use a clutch lever. Seems easier to redrill a disk, rather than fab up a master cylinder assembly. Not sure how much of a difference in stoppping power there would be, but might be worth checking out.
