My dad was a big-time outdoorsman and hunter. When he was still alive, I made one of the few trips to Alaska with him. That is definitely north country by the looks of all the conifers. I got to see a bear charge from just that same angle and distance until dad pulled the trigger on his Weatherby. That's a bear charging. If you look close at the beginning of the charge, you can see it's ears, and the postition of it's head. It isn't holding it up high in a curious or bluffing posture, it's head is low and it is deliberately coming for the cameraman. And, that little side-step gait with the rear legs it does, is classic running bear. Seeing this film was like deja vu. That's a bear.
