There were brothers up in this area, Otis (name sounds like the town drunk from mayberry) and Otis (O sounds like the first part of Otter)one was an engineer and the other a surveyor. I ran across the surveyor back in the 80's on a site and he wasn't using the declination for North and after a 1/2 mile, he was about 30 feet off line. COurse when you use a cut gum tree for a back site rod. HUFF SAID LOL
