so because people are new to the game, it is ok for them to try and hurt other players?

your post confuses me, I would hope if this was true, that this kid was slashing other players on purpose behind the play the parents would have disciplined him.

Not really the place though to out him here though.

And yes it is the ref's responsibility to keep the game in check, but it is the parents responsibility to teach the kids about respectable behaviour.
