If you make a donation to the Canadian Breast Cancer Foundation, please mention "lacrosse" in a note with the donation. At my request, in memory of my wife Brenda, the CBCF will then direct the funds to a facility seeking a "cure", rather than a "control".

The wording does indicate that the team has to be formed in your own municipality. So i would say first off, you would still need a release to go to another centre.
I would also like to think that if the new centre is significantly closer, and a release was requested, it would be granted.
It is always better when the neighbouring associations work it out themselves without requiring OLA intervention.
