Response to 1/48 scale ACW figures?
Go 1/32. You will still be sucking wind looking for correct figures and guns, but at least your boat won't be bobbing around like a cork. Shallow draft boats - especially paddlewheelers - need lots of weight to look realistic when operating. You won't be able to get enough weight into a 1/48 boat to make the paddles operate efficiently. Unless you just want them to free-wheel and use regular props. Lots of real fake paddlewheelers do that today.

Your best bet for most things civil war in 1/32 is Imrie Risley http://www.milminwh.com/imrie_risley.htm
