Reshaping Parts With Heat

I have a Polar Lights Creature From The Black Lagoon, the fit is good except for the front-to-back of the head.
The base of the neck fit is fine, but where the upper portions meet, the back is warped. I have thinned the plastic with a Dremel tool, immersed it in hot water several times, even held it in steam from my teapot to attempt to soften the plastic and bend it into shape-no luck.
Any advice? If you've built the kit, you know what I'm referring to.
