My very first diorama was a snow scene of a T-34 with a broken track. Truth is I could not get the track to stay glued together. For the snow I used a diluted solution of drywall putty. It is like spraying rocks through your airbrush, so dig out that old airbrush that you first started with. The mix was not precise as I added a dab of drywall compound to the cup and filled it with water, gradually shaking the mix util I had a dilute solution that would spray. Sounds crazy but it works. The nice thing is you get coverage on things that nothing else will stick to. If you look at the antenna on the turret, I have snow on one side and not the other. Cover things lightly. The soultion is almost transparent but dries to a dead flat white color. You can spray too much if you go for a finished look on the first pass.
