ANDREA MINIATURES do a large number of heraldry sheets in generic 54mm/90mm scales. You simply dry rub them on and (if desired) use them as a template to paint over/weather etc. They will also need to be sealed with a fine overspray of matt/satin varnish to seal them and prevent peeling/chipping in later years.
I use acrylic varnish but cannot comment on how they would react to enamel or any other type of varnish. They have some carrier film which can be noticable unless you trim as close as you can to the image. A fine 'mist' spray of varnish normally removes the film image with what's left.
Be quick though - "Historex Agents" in the UK shows these items as now discontinued but there is about 20% off the already cheap list price.
