Aber and Lion Roar do 1/35 German uniform photo etc. Show Modelling does a set too which comes with a small color book. Since many 1/35 figures scale out to be in the 54mm or 1/32 range you should be able to use much of it. I think some of the etch is a bit big anyway for a true 1/35 figure. You will just have to buy some and experiment. Same with decals. Archer, Verlinden, Hudson and Allan, etc all make various Uniform decals.
