Response to let's say everything the league says is true

The reality is that the rules do not sanction purposeful injury, and if they did, they would violate public policy. As in, injured players could sue outside the context of their contracts, and local authorities could prosecute for assault and battery, if not homicide. The NFL needs neither the liability exposure nor losing control of the field activities to local prosecutors. Or do you really think the DA in Denver won't file charges against a NO linebacker that injures Peyton Manning during the course of committing a personal foul if the videotape shows the injury was related to the foul? The NFL has to police its own, or someone will police it.
