BEIJING — Chinese police officials have forced some Beijing bar owners to sign secret pledges promising to prohibit blacks from entering their bars during the Olympics next month, a Hong Kong newspaper says.

The police denied the report Friday, and most bars denied any knowledge of the pledges. But many African residents of Beijing say they are facing harassment from police and discrimination from bars as the Olympics approach.

“Bar owners near the Workers Stadium in central Beijing say they have been forced by Public Security Bureau officials to sign pledges agreeing not to let black people enter their premises,” the South China Morning Post reported Friday.

It quoted the co-owner of a bar who said that a group of police had recently visited his establishment to order it “not to serve black people or Mongolians.”

In the famed Sanlitun bar district of Beijing, some bar owners have been required to sign pledges agreeing to ban a variety of activities, including dancing and serving black customers, the newspaper said.

Africans and Mongolians are often perceived as criminals in Beijing. Until this year, a number of young African men were openly selling drugs in the Sanlitun district, and many Mongolian women were working as prostitutes in the city.

Both groups are among the targets of China's security crackdown in the lead-up to the Olympics, along with thousands of Tibetans, Uyghurs, migrant workers, petitioners and social activists who are seen as potential troublemakers or protesters.

In a notorious incident last September, dozens of black people were detained by police in a raid on bars in the Sanlitun district.

Witnesses said the police rounded up all the black people they could find, up to three dozen in total, and beat some of them with rubber truncheons.

Grenada's ambassador to China filed a complaint to the Foreign Ministry, saying that his son suffered a concussion and needed hospital treatment after he was clubbed on the head by police during the raid.

Africans have been coming to Beijing for decades as university students or traders. But many were forced to leave China this year because of new visa restrictions that made it difficult to renew their paperwork.

In interviews Friday, a number of Africans said they are facing discriminatory rules from Beijing's bars and nightclubs as the Olympics approach.

A woman from Liberia, who is co-owner of a hair salon in Beijing, said she was outraged when she visited a popular Beijing nightclub and found that the entrance fee for black people was twice as high as for other foreigners.

Even if they managed to enter the club, the black patrons were prohibited from sitting at the tables, she said.

In another incident, she said, an African-owned bar was raided this week by police with dogs, and the customers were required to provide urine samples for drug tests.

“When the police come, you have to run,” she said. “I've lived in Holland and the United States and it was never like this. There's no human rights here. It's racist and it makes me feel very bad.”

If the police are now ordering bars to prohibit black people from entering, it is highly unfair, she said. “Every race has good people and bad people. You can't blame all blacks for drugs. If a person is not causing a problem, you shouldn't bother them.”

Two Nigerian businessmen said they were required to show their passports before being allowed to enter a Beijing nightclub last weekend. Black people who could not produce their passports were barred from entering the club, but other foreigners were not required to show their passports, they said.

“This had never happened before to me,” one of the Nigerians said. “I was very angry. This is racism.”

The Africans spoke on condition of anonymity, fearing more harassment from the police if they are identified. The Nigerians, interviewed at a bar, asked that the bar not be identified because they were worried that it could be raided if the police learned that Africans congregate there.

There is no secret the Black has serious problem of drugs.

Most of the time the police choose no action against them because of

political reasons, but with Olympics approaching,

80+ countries' presidents, 1000- CEOs, and 30,000~ reporters,

the Police can finally do something they longed for.

I hope you guys realize this is a fake rumor started by olympic protesters. Same as the fake bible ban story awhile back, which gave olympic organizers so much headache that they are giving away free olympic themed bibles to improve public relations. It's ridiculous to think olympic organizers would openly support racism when they are so sensitive about PR right now. This is fake, simple as that.

There are some bars in Beijing that ban black people. Those are bars owned and frequented by whites. They're jealous of the African team which made a living destroying white teams in the Beijing amateur soccer league (considered among the largest and most diverse leagues in the world.) LOL

This is a western expat in Beijing doing a pub crawl through Sanlitun (my old haunts during summer interning in college.)

Blacks in eight of the 10 pubs he went to. So where's this ban on blacks? Fooking racist white media making up sh1t to create probs.

Black partiers descended on Sanlitun last night to enjoy a bar scene from which the South China Morning Post says they will soon be banned. In an update, SCMP cited another owner yesterday to bolster its claim that Beijing is telling bars to ban blacks and Mongolians during the Olympics. The owner is cited as saying the measures will all happen in 24 hours. SCMP ends its update with an attempt to define the word anticlimactic:

Tony Perkins, an African-American sports presenter for China Central Television, said he had not experienced any racism during his six months in China while working for the state TV station, but he said he was concerned by the bar owners complaints.

If this is policy, then it is a very bad policy - more so for a country holding an Olympics, he said.

I dont know if Tony is a reader, but it might ease his mind to know I talked to three Sanlitun bar owners yesterday who said the police did not tell them to ban blacks. To be fair, SCMP acknowledges the dearth of evidence - and even posits a reason: Further investigation found that not all bars in the newly revamped area known for its nightlife had been ordered to refuse black customers, suggesting police are targeting specific bars. Apparently the policy is so secret that the police are keeping it from all but a few bar owners who can be trusted to reveal it to foreign journalists.

Here are my notes from a pub crawl last night that covered Sanlitun north and south. To maintain the sensationalism, I bold the name of each bar where I saw black patrons. (An asterisk denotes a bar in which I looked in but did not stay, mostly because it was too crowded.)

The North Side

Lugas: Since that two-day shutdown a few weeks back, this place is busy, busy, busy. The staff pumps out comfort food, beer, and margaritas to a ravenous crowd. I see black people eat burritos.

Cheers: Though traffic is lighter than usual, the Xinjiang band rocks the joint as always. Black people play pool.

Kokomo: Partiers are shank to flank on the rooftop and its a struggle to reach the bar. Black people enjoy beverages.

The Saddle: The deck holds a good-sized crowd, though there are only a few patrons inside. I see black people upstairs and downstairs, including an acquaintance from the bar business who says the media is calling him with interview requests. (The obvious question: How do you plan to ban yourself?)

Second Floor: There is not one black person to be found! Then again, there are only four patrons. Sample size is too small

Poachers*: The place seethes with dancers, including you got it black people.

Shooters*: The street outside is curb to curb partiers and there is barely breathing room in Shooters. It wins tonights first place I heard Hips Dont Lie award. It aint 2008 Sanlitun if you dont hear Shakira.

The South Side

Nanjie*: What can I say - the partiers are out in force tonight. This place is full and dozens of patrons - including black ones - spill into the street.

Salsa Caribe*: Black people hang out in the entranceway.

The mom-and-pop shop near Caribe *: Black people enjoy beverages (again!)

Tun: The place has a light crowd, but the vibe is OK. It needs to clean the beer lines or change the Stella keg, because my draft is off.

Final results: 10 bars checked, 8 bars with blacks. I also saw black patrons pretty much everywhere I walked. In fact, while I stood with my black friend in front of Tongli Studio, I saw black people go by, which is observing blacks to the second degree. (Unfortunately, my friend wasnt in the spirit of my research, given that the contestants for a Club China Doll bikini contest were pouring out of the building.)

What I didnt see, and this is a first, is any lady bar or DVD touts as I walked along that strip of copycat bars on Sanlitun North proper (I usually get more than a dozen offers). In fact, the only proposition I received was on the south side, at the corner linking The Rickshaw and The Bookworm, from a stranger - people will ask so, yes, he was black - who approached me and mumbled, Hey man, do you smoke? I got a feeling he wasnt talking about cigarettes.

Finally, if groups are to be banned from the bars during the Olympics, I think patrons should have a say. My vote goes to drunken frat boys wearing backwards baseball caps.

the real question is did the ban exist in the first place... most news about china that is bad is automatically taken as fact while most people don't bother to find out if it is true or not, during the olympics this has become even more acute as many different interests groups are using it as a way to slander china with false stories knowing fully that it will be shallowed whole by foreign media, sure china has alot of problems but banning blacks and muslims is a step that the government wouldn't take knowing in full knowledge that it would be a negative in such a sensitive time, as with the earlier bible ban story it seems that this report is also being used to scapegoat china to further interests groups be it evangalists, neo-cons, etc. the bottom line is to find the truth not to just see what you want to see and say it's the truth

I was eating at a Chinese restaraunt in Washington DC and whenever black people came to the door, a female hostess would ask in an angry tone "what do you want?!" and heard her say that you needed a reservation atleast once. Me and my friend never made a reservation we just walked in and got a seat right away. There were some Latinos there, an Indian couple and some Whites, but no blacks.

The weird part is the restaraunt was right inside a black neighborhood, but not far from an uppity diverse White-Latino part. Maybe they should have opened the place in there if they don't want Blacks as customers.
