After 37 years, you can bet that the steering box needs a rebuild. I've done several and it makes an enormous difference in the feel. That sloppy overboosted feel is gone, replaced with a precision you'll appreciate. Rebuild kits are $40 or so here in the US. Tools required are a shop press, spanner wrench and an inch/pound torque meter.

FWIW, blindly adjusting the steering gear as has been posted is NOT the way to fix this problem.
