You still haven't told me what format your pciture is in. Tell me what the filename ext is, it's the letters that come after the dot in the filename.

e.g.

Picture1.bmp, here the ext is 'bmp'

Now back to your question, first lauch Internet explorer, 1) click on the 'File' menu item,
2) click on the 'Open...' item.
3) click on the browse button, then navigate to where your picture is found on the Hard Drive,
4) then select it,
then 5) click on Open.
