use send keys

Try this:

In the "Actions Window" click "Add" click "Send Keystrokes" in "Speacial Characters" select "Scroll Lock" click insert twice.

If scroll lock key is a [fast key] already defined on your keyboard you may need to select the "fast keys" check box.

your text should look like the following...
{SCROLL}{SCROLL}
