The first thing that comes to mind is patch version, yours or mine. I'm certain I'm not running 1.0 because that didn't allow changing orders for departing fleets. I -might- be running 1.2 but I don't think so. Yet I looked in my game for a version number and did not see one. So I went to
Jon Sullivan's Page and downloaded the 1.3 patch, but no, upon applying it, all the files are identical. I'm definitely running v1.3 (as I had thought).
Are you?
If that's not the problem, look to the file names. Do they match with yours? Case sensitivity? In the right directory?
That's all the troubleshooting I can think of, at this time.
