      The AI will build those beam bases reasonably early, right after the fighter bases. I suppose the planet should have some offense before it starts worrying about defensive PD, so that seems reasonable to me. Those bases are usually some of the first things that get put in the MBQ so I don't think there's much that could be done to improve the AI speed to build bases other than tinker with the AI economy in general.
