John: if you have the proper socket for the nut snug up the inside nut, spin the wheel, see if there is play left to take up with the nut. If you go too tight you will notice the bearing will have a braking effect instead of being smooth. You just want smooth no play but no preload. From there install your washer and then the outside nut, If you are using a 1/2 drive ratchet of 12 inches make it tight but don't strip it maybe 35lbs ft.to 50lbs ft.max. Remember once it is tight you have a lock washer to bend over, with that done it will not come loose.
