spark. Compression pressures are the highest at low RPM and an opening throttle. This is when the amount of air pulled into the cylinder is greatest. The spark has the most challenge jumping the gap at this time. Since it idles fine and runs OK at higher RPM I would think that this is where the problems lies.
Everything in the ignition system should be suspect, power to the distributor, coil, wire from the coil to the distributor, points, condenser, rotor, cap, distributor grounds (points to point plate, point plate to distributor body, distributor body to engine), plug wires, & plugs.
