I have done a couple of things in the past and I have found the easiest fix or at least a great improvement is to just replace the felt seal but before putting your new seal in drill about a 1/4 in hole in the bottom of the part that holds the seal in . This will let oil that accumulates in this part drain back into the engine . If you look at the cover where the seal sits you can see that once the seal is completely oil saturated the oil has only 2 choices to go , either out the front or out the back , this hole will drastically help direct oil back into the engine before it gets to the top and leave through the front.
Hope you can figure out what I'm trying to say
