Mike, I straightened two bumpers that I would have thought unsalvageable. Two 3 lb hammers and 26 minutes fixed each bumper and they look pretty good. It turns out the Stude bumpers are quite malleable.
Pound the high spots down with one hammer as you use the other for a dolly on the opposite low side. Switch the dolly back and forth on the low side. Once the "bump" shortens a little, change from the top to bottom or bottom to top and repeat, the bumper will gradually straighten right out. Getting it to show room quality may be hard, but I think rechrome shops could fix imperfections.
