Here's the reason

There is a very simple reason: podiatrists are a very specialized type of clinicians. As long as they are limited to treating any region of the body, they cannot be by definition FULLY licensed physicians. The same goes for optometrists and chiropractors who are limited also by modalities or anatomical regions. Granted one might argue that no MD or DO treats everything. The generalists treats only a certain number of conditions they're comfortable with and refer the rest to specialists. While this may be true, the DO or MD profession, in the entirety, does diagnose and treat the entire body. Also the DO or MD grants its practicioners unlimited licensure which means any DO or MD can theoretically use whatever accepted and scientific modalities he sees fit or treats any part of the body he chooses to specialize in. It is up to the practicing DO or MD to restrict his service while the DC, OD, or DPM lincenses puts very specific limitations on the practice of these nonphysician clinicians.
