A single BP measurement would have little value in predicting the patient would arrest while injecting a toe. If the BP were 205/115 it might indicate a heightened sympathetic tone which can accompany an evolving MI.
The real information is obtained in the history. Does the patient have risk factors for CAD? Htn is a risk factor. And there are many others
Now, if your patient had an elevated BP and you used a local with epi then that could further elevate myocardial wall tension and have a negative effect on myocardial oxygen supply and demand.
If there was no epi used I would say that the patient was unlucky enough to have an MI and in your example an arrythmia that lead to circulatory arrest. Just because it happened while he was having a toe worked on is just bad timing.
Podiatrists do not have the training to do an H&P to evaluate the patient's overall health.
