True plantar fasciitis is of mechanical origin, and if you alleviate the abnormal mechanics and use other antiinflammatory modalities and medications, it really has to clear up. There are many other things to consider in the differential diagnosis when a person has intractable plantar fasciitis like you have. There are cases of seronegative arthropathies in which the only symptom may be a plantar fasciitis. I would check for calcaneal neuroma or possibly a nerve entrapment. I would also be very careful in evaluating the plates that you are wearing. I find that many people are wearing orthotics that are way to soft, and when you increase the stiffness, it's amazing how much better they feel. There are many things that you did not include in your brief history which could cast further light on the subject.
